- Cook beef, onion, garlic, clove, cumin seeds and water in a saucepan over a medium heat, simmer, glance the top occasionally, for 1 - 2 hours or until beef turns tender.
- Remove the pan from heat and allow to stand in liquid. Skim fat from surface as it cools. Remove beef from liquid and shred. Reserve the cooking liquid for sauce.
- Sauce: Heat the oil in a frying pan, when hot add in the onion and chillies and cook, stirring, for about 3 - 5 minutes or until tender.
- Stir in tomatoes and 1 cup of the reserved cooking liquid, bring to simmer for about 10 - 12 minutes or until mixture thickens.
- Add shredded beef to sauce and simmer for 3 - 5 minutes or until heated through.
